Project Controls Training Analyst (Analyst II)

The Bureau of Environmental Services (BES) seeks a Project Controls Training Analyst (Analyst II) for the Engineering Services Group. The Engineering Services Group performs the analysis, planning, design and construction of capital projects for new or improved public infrastructure assets for wastewater collection and treatment, stormwater management and watershed health.  Within this group, the Program Management & Controls Division develops the bureau's $130M annual Capital Improvement Program (CIP) budget and manages overall implementation of the program including quality assurance and change management processes and procedures. This new position will work under the general direction of the Program Management & Controls Division Manager, supporting the needs of project managers and other staff at the bureau for training and professional development specific to project management and controls.


BES is going through a period of significant organizational change and has a planned CIP that entails nearly doubling annual capital project output in the coming years. The bureau has an increased focus on project management fundamentals, new technology systems for project management, process improvement, and a significant shift in workforce (trending toward younger/newer engineers and technical staff). The position will be responsible for analyzing and tracking project controls training needs and proficiencies and coordinating training sessions with respective staff. This includes development of training materials and institutionalizing training series. This position will work closely with subject matter experts in the division to create training modules and support or conduct trainings on topics such as:

  1. e-Builder (project management software used by Bureau) fundamentals, intermediate and advanced levels.
  2. Principles, methods and procedures for project cost estimating, cost controls, planning/scheduling, and performance measurement.
  3. Principles of risk management, including the relationships of project risk, cost, and duration as well as the basic concepts of risk analysis.

Ideal candidates will have experience developing and/or administering training programs in a project management or civil engineering environment.  This includes experience with creating training modules in a variety of mediums (in person, online, quick reference guides, etc.) to address different learning styles.

This is a Limited Term position.  Persons appointed to Limited Term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources. BES intends to  convert this to an ongoing permanent position, pending City Council budget approval.

The following minimum qualifications are required for this position:

  1. Knowledge of principles, tools, and techniques for project planning and management.
  2. Experience in the subject areas of project controls, cost estimating, planning/scheduling, cost control, change management and Performance Management Baseline (PMB) development.
  3. Ability to problem-solve amidst complex organizational dynamics and assess and design training and development programs and approaches to meet needs.
  4. Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and training/reference documents.
  5. Ability to establish and maintain effective working relationships with all levels of City and bureau staff and management.
