General Description

  • The Deputy Commissioner for the Office of Water Treatment and Reclamation (OWTR) reports to and is responsible for supporting the Commissioner in the implementation of the Department of Watershed Management’s vision, mission, core values, and strategic business plans. The Deputy Commissioner of OWTR is responsible for planning, directing, coordinating and supervision of the operation and maintenance of the City of Atlanta’s water treatment facilities including the raw water reservoirs, storage tanks, and pump stations; as well as water reclamation facilities, water quality control, combined sewer control and other support facilities. The Deputy Commissioner of the Office of Water Treatment and Reclamation leads the Department’s efforts to meet the core mission of providing safe clean drinking water and treatment of wastewater to a high standard.
  • Coordinates activities with other City departments, inter-jurisdictional partners and other Deputy Commissioners in the Department of Watershed Management.
  • Leads workflow process and root cause analysis to improve water and wastewater treatment operations as required.
  • Expected to exercise considerable judgment in supervising, coordinating, and monitoring the work of staff assigned to the Office of Water Treatment and Reclamation; Direct and indirect supervision of staff.
  • Expected to exercise considerable judgment and action to address operations and maintenance challenges as well as emergencies to maintain compliance with all regulatory requirements and maintain required service levels.
  • Expected to serve as DWM’s primary day to day operational point of contact for the Atlanta Fulton County Water Resources Commission North Area Treatment Plant; with the Commissioner, serves as part of the Technical Advisory Committee.
  • Oversees compliance responsibilities including meeting National Pollutant Discharge Elimination System (NPDES) permit requirements at all wastewater treatment facilities and CSOs with a goal of zero permit violations, as well as compliance with Consent Decree and other states/federal environmental mandates.

Essential Duties & Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Leads planning, directing and administering water and wastewater treatment and reclamation services, including operation and maintenance of the plants, plant alterations and expansions, water, and wastewater pumping stations, water storage facilities, water quality control facilities, and SCADA.
  • Responsible for identifying and prioritizing capital improvement needs for all DWM treatment, pumping, storage, water quality control, and support facilities.
  • Responsible for monitoring compliance with federal, state and local regulations concerning drinking water quality, wastewater discharge, air quality, and biosolids management.
  • Reviews operating data for each facility to determine the effectiveness of operations.
  • Primary oversight of DWM’s biosolids management program; serves as the Department’s representative on regional and national biosolids committees.
  • Serves as Department’s primary representative for regional water supply and water security committees.
  • Leads the development, tracking, and implementation of department business plans, departmental action items and oversees the Production Department’s emergency response plans.
  • Oversight of contract management for OWTR.
  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination.
  • Preparation of the OWTR operation and maintenance budget.
  • Plays an active role in facility security and vulnerability assessments as well as the implementation of mitigating measures.

 Knowledge, Skills & Abilities: This is a partial listing of the necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

  • Comprehensive knowledge of the principles and practices of the design, construction, operations and maintenance of water and/or wastewater treatment systems.
  • Thorough knowledge of business administration as applied to the operations of water and/or wastewater facilities.
  • Strong knowledge of electrical and mechanical engineering maintenance.
  • Ability to effectively plan and implement various management and support programs and initiatives.
  • Ability to advise and build consensus with staff engaged in water production and distribution, wastewater treatment, and laboratory operations.
  • Ability to establish and maintain effective working relationships with officials, employees and the general public.
  • Ability to keep records and to prepare clear, concise reports of water and wastewater operations.

Minimum Qualifications

  • BS degree with major work in Civil, Mechanical, Sanitary, or Environmental Engineering, or related discipline
  • Water or Wastewater Class 1 Operator license
  • 10+ years experience in water and/or wastewater utility systems operations
  • 3+ years supervisory experience
  • Must be available on a 24×7×365 on-call basis to respond to and direct response efforts to water and wastewater incidents.
