Assistant Director of Finance

Description

  • Under general direction, perform work of considerable difficulty in assisting the Director of Finance with administration of the financial affairs of the District.

Examples of Duties:

  • Essential Functions: Assist in planning, organizing and directing the activities of the Finance Department; maintain a general systems of accounts for the District and all subdistrict's; manage the development of the District's annual budget in compliance with the Charter, ordinances and policy requirements; review operations and assist with financial forecasting to ensure District expenditures are within the legal and financial purpose of appropriations and obligations; assist in preparing and interpreting financial reports to measure financial performance; assist in evaluating and consulting with all segments of District management, the Board of Trustees, the media, public officials and concerned citizens on financial matters; assist in the preparation of accounting, cost and statistical statements and analyses; supervise and train subordinate personnel.

Minimum Qualifications:

  • Training and Experience: Graduation from an accredited college or university with major coursework in accounting or finance, and six years of progressively responsible financial and management experience.
  • Desirable Skills, Knowledge, and Abilities: Extensive knowledge of the principles, practices and methods of financial management, extensive knowledge of public accounting and auditing principles, practices and methods; comprehensive knowledge of laws, ordinances and regulations governing the financial operations of a public wastewater/stormwater utility; comprehensive knowledge of the methods and techniques of budget preparation, analysis and administration; comprehensive knowledge of the use of accounting, billing, collection, and other business systems; comprehensive skill in planning, organizing and directing a public financial operation; comprehensive skill in analyzing, interpreting and presenting financial reports; comprehensive skill in the use of personal computers; comprehensive skill in expressing oneself clearly and concisely in both oral and written form; considerable skill in managing a large Staff with varying degrees of skills and responsibilities; considerable skill in presenting accurate and complete financial statements; considerable skill in establishing and maintaining effective working relationships with public officials, consultants, the general public and others both internally and externally.

  • Must possess valid driver's license issued by the state in which the employee resides.
  • Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
