THE POSITION:

The Spill Protection & Citizen Response (SPCR) Manager works under the general direction of the Environmental Compliance Division Manager and is responsible for the management and administration of the Bureau of Environmental Services (BES) spill response and investigation section. This position plans, organizes, directs and evaluates the activities and staff responsible for investigations of illicit discharges to the City storm and sanitary sewer infrastructure. It is responsible for ensuring effective completion of the annual Illicit Discharge, Detection, & Elimination (IDDE) monitoring program. The SPCR Manager is responsible for investigating, information gathering, and regulatory reporting to Oregon DEQ related to Sanitary Sewer Overflows (SSO) This position is also responsible for the 24/7 Duty Officer program and the immediate response to spills, SSOs, and citizen complaints. This position must be able to immediately analyze situations and effectively coordinate across workgroups and bureaus as necessary. This position requires knowledge of City-held environmental permits and relevant state and federal regulations that govern the application of the permits.

 

This position manages, plans, directs and oversees 5 direct reports and 8-12 indirect reports in implementing Citywide regulatory requirements to ensure compliance with multiple NPDES and WPCF permit conditions and state and federal regulations.

  • Oversees the investigation and reporting of about 500 SSO reports per year.
  • Manages the 24/7 Duty Officer on-call Program, which responds to about 1,000 complaints annually.
  • Directs staff to conduct Illicit Discharge Detection and Elimination (IDDE) investigations as required per the NPDES MS4 permit and to protect the City's storm system and receiving waters.
  • Directs response and remediation of spills that could impact City assets, the environment, and public health.
  • Leads City sanitary and storm sewer system investigations to track, identify and determine suspected illicit discharges and the responsible parties.
  • Investigates damages or illegal connections to BES assets and coordinates repair/mitigation.
  • Issues enforcement actions, civil penalties, and cost recovery for city code violations.
  • Hires, directs, evaluates, and trains staff.
  • Develops and administers budgets, workplans, and performance measures.
  • Recruits, trains, schedules, and evaluates 24/7 Duty Officer staff.
  • Oversees data management and ensure accurate tracking and documentation by staff.

The position requires substantial judgment on addressing complex issues and ability to maintain effective working relationships with a broad range of stakeholders. The SPCR Manager is expected to carry out the position's responsibilities with initiative and independence while exercising sound professional judgment.

Salary is $69,8095 - $126,318 annually

TO QUALIFY:

The following minimum qualifications are required for this position:

  1. Knowledge and experience of environmental science, natural resource or public agency utility management and administration, including systems, facilities, maintenance, and operation.
  2. Experience supervising staff, including training, scheduling, and performance evaluation.
  3. Knowledge of relevant City, state, and federal policies, laws, statutes, codes, and regulations relating to water and/or environmental quality and protection, along with the ability to interpret and apply them. 
  4. Ability and experience communicating effectively, both verbally and in writing; present technical information, reports, and recommendations clearly and persuasively to technical and non-technical audiences.
  5. Ability to work with a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.
