DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Performs advanced technical investigative and reporting work relative to the regulatory compliance aspects of a municipal wastewater system, including Sanitary Sewer Overflows (SSOs) and spills and effluent exceedance reporting for wastewater treatment plants. Reviews work of operations staff and contractors; trains and evaluates employees. Responsible for writing, providing technical review and updates of required regulatory documents to document and track compliance with an EPA wastewater/SSO Consent Decree. Maintains administrative records; collects, compiles, and analyzes data to prepare periodic compliance reports. Analyzes and evaluates special problems or situations involving wastewater regulatory compliance. Prior experience with EPA Consent Decrees preferred.
This position routinely requires lifting of moderately heavy items, such as computers or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are occasional exposures to significant level of heat, cold, moisture and air pollution. The position may involve infrequent exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises and minor burns.This is a Department of Public Works & Engineering Emergency Management position at the Tier 2 Level.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a bachelor’s degree in Chemistry, Biology, Environmental Science, Engineering, or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Three years of experience in regulatory compliance is required.
MINIMUM LICENSE REQUIREMENTS
Valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2).
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

None. However, the Department may administer a skill assessment evaluation.
