Resource Recovery Manager (Analyst IV)

The Bureau of Environmental Services (BES) seeks a highly-skilled Division Manager who will lead the evolving Resource Recovery Division of the Wastewater Group. Under direction of the Wastewater Group Manager, the division manager is responsible for ensuring the operations and activities of the biosolids, biogas and reuse water resources and programs are effectively applied, optimized and carried out in compliance with City objectives, federal and state laws, and regulations, and other contracts and agreements. 

The Resource Recovery Division Manager will be a visionary promoter and engaged manager who will lead and participate in key efforts to build program support and participation with internal and external program stakeholders to help the Wastewater Treatment Plant be recognized as a 'utility of the future.'  The position manages, supervises, performs and supports research, development and implementation of resource recovery programs and project plans, energy initiatives and other related activities designed to meet the organization's goals and service objectives.  The Division Manager will create a collaborative work environment where equity is embedded in resource recovery management operations, programs, policies, services and business practices in accordance with BES' Equity and Strategic Plans.

The Resource Recovery Division Manager will be responsible for the optimal production, delivery and disposition of renewable resource products to generate revenue and/or reduce costs while attaining the highest and best use of those renewable resources.  The manager oversees, the planning, organization, administration and direction of the existing biosolids beneficial reuse and biogasutilization programs with total annual combined expenditures and/or revenues estimated to be $10 - 15 million dollars for the hauling, reuse, and/or disposal of biosolids and treatment, delivery and sales and/or on-site use of biogas. 

The position will also manage current and future plant water resources and will have leadership roles in energy management, and innovation on other resource recovery initiatives.  The person in this position will be expected to serve in key advisory or support roles positioned to positively influence local, state and regional environmental policy and regulations that may appreciably impact the City's environmental strategies.


The following minimum qualifications are required for this position:

  1. Knowledge and experience in managing and administering a program related to water, biosolids, engineering or an energy-related commodity field.  (Knowledge and experience can be in engineering, operations and/or maintenance of a wastewater treatment system or other closely-related field.  Closely related fields: water or energy utilities, wastewater treatment, water reuse, digestion, biosolids dewatering and beneficial use, biogas treatment and delivery systems)
  2. Knowledge of federal, state, and local regulations pertinent to program areas including but not limited to knowledge of the principles and practices of city/state rules for public contracting.
  3. Ability to analyze difficult and complex program, administrative, operational and organizational objectives and issues, evaluating alternatives and reaching sound, logical and fact-based conclusions and recommendations.
  4. Ability to effectively communicate (verbally and in writing), collaborate and coordinate with internal and external stakeholders and partners, including effectively communicating in presentation settings.
  5. Ability to prepare clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience
  6. Knowledge of and experience in  employee management and supervision, and fostering  an inclusive, positive and service-oriented work environment supporting workplace equity.
