Strategy Group Manager (Manager III)

THE POSITION:

The City of Portland’s Bureau of Environmental Services (BES) collaborates with Portland community members and businesses to protect water quality, public health, and the environment through wastewater collection and treatment, sewer construction and maintenance, stormwater management, and stream and watershed restoration. This position reports to a large infrastructure bureau with over 600 employees and approximately $15.2 billion worth of assets. This role has substantial discretionary authority to make significant decisions with a high consequence of error, to develop and execute program policy, and to allocate program resources with minimal oversight. 

The Strategy Group is one of the bureau’s eight major groups. This group:

  • develops and monitors high-level bureau strategy through managing and implementing strategic initiatives, programs, and projects.
  • partners internally with other divisions to ensure bureau mission and values are consistent with drivers and externally with other bureaus and partners to help realize city goals.
  • represents centralized coordination of strategy development and communication where bureau approaches and frameworks are developed to support and connect many aspects of our work, such as portfolio management, asset management, policy, regulatory, communications, equity, bureau culture, performance management, and workforce development, and where resources are identified and developed to assist implementation of the initiatives, programs, and projects.
  • plays a critical role in how the bureau plans, develops, and coordinates all its activities while ensuring consistency with goals set forth in the bureau’s Strategic Plan, racial equity plan and regulatory requirements.
 

This position is a bureau leader and key member of the bureau leadership team; providing advice and guidance to the Bureau Director and senior management on strategic initiatives with bureau-wide impact. This position plans, organizes and directs the work of the five major units:

  • Portfolio Management;
  •  Asset Management;
  • Regulatory Strategy and Remediation;
  • Strategic Coordination, Initiatives, and Partnerships; 
  • Strategic Communications.

 Through these units, this position oversees critical bureau-wide functions and strategic policy to meet bureau and City requirements including the development of a framework and standards for bureau material and environmental assets, performance management and auditing, resource allocation, regulatory management of federal/state permits, environmental remediation, short and long term investment strategies, comprehensive communications, public involvement and Strategic Plan implementation support and tracking. Through these units, this position oversees a staff of approximately 45 employees.


TO QUALIFY:

The following minimum qualifications are required for this position:

  1. Demonstrated knowledge of leadership, strategic and operational planning related to technology and data services.
  2. Ability to work with subordinate managers and supervisors to implement improvements and efficiencies identified through working groups with bureau management and leadership positions.
  3. Comprehensive knowledge of human resource management principles and best practices.
  4. Provide leadership to attract, develop, and retain diverse, highly competent, service-oriented staff and grow a multicultural workforce while applying equitable program practices to diverse and complex City services.
  5. Knowledge and experience applying relevant laws and regulations related to water quality, public health and the environment.
  6. Ability to collaborate with communities of color and people traditionally underrepresented in local decision-making; facilitate inclusive participation in programs and activities; communicate cross-culturally.
