This is a full time (40 hours per week) County position represented by the American Federation of State County and Municipal Employees (AFSCME).


Competitive compensation package:

Annual Salary Range: $73,990 - $94,034

Hourly Pay Rate: $35.57 - $45.20

*Starting salary will be within the posted pay range, based on job-related factors, such as relevant experience.

Clackamas Water Environment Services (WES) is in search of an experienced individual to join our team of dedicated professionals as a Financial Analyst. If selected for this position, you will be responsible for applying well-developed financial accounting and reporting, audit support and budgetary analysis skills to various general operational needs and long-range planning issues. In this role, you will perform the complete range of duties related to audit development, financial reporting, and financial analyses, including revenue and expenditure analysis. Another critical component of this position is budget examination, analysis, and preparation. As a Financial Analyst, you will have an opportunity to demonstrate your leadership skills, providing guidance to others with regard to comprehensive financial programs and projects, such as financial reporting and auditing, cost analyses, accounting, budget development and support, accounts payable and receivable, as well as utility billing programs. 

Clackamas Water Environment Services is a publicly-owned utility providing wastewater and surface water services. WES operates a large portfolio of assets, including water resource recovery facilities, collection systems, pumping stations, treatment plants and surface water management facilities. Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of four (4) years of relevant experience applying financial and budgetary analysis skills to support an organization's operational, fiscal, and long-range planning functions (Any combination of relevant education and/or training in a relevant discipline that would likely provide the required knowledge and skills, may substitute for one (1) year of the required years of experience)
  • A minimum of three (3) years of experience in financial accounting and reporting
  • A minimum of two (2) years of experience with budget development, implementation, administration and/or management
  • A minimum of one (1) year of experience analyzing complex financial, budgetary and/or operational issues 
  • Experience providing excellent customer service to both external and internal stakeholders within various levels of an organization
  • Experience working independently to manage competing priorities
  • Strong technical writing skills including experience creating clear and concise reports
  • Strong interpersonal skills that translate into the following:
    • Strong communication skills, including ability to explain and present complex, technical information to individuals with various level of technical knowledge and skill

Preferred Special Qualifications/ Transferrable Skills:*

  • Bachelor's Degree in Accounting, Finance, or related field
  • Experience in performing lead worker duties that include assigning and reviewing work and training staff
  • Experience writing and editing policies and procedures
  • Experience working in governmental accounting and/or financial management
  • Thorough knowledge of all Federal, State, and local laws, ordinances, and regulations pertaining to the fiscal management of government agencies
  • Public sector auditing and/or budgeting experience
  • Experience using an integrated accounting system, such as an (ERP)
  • Experience implementing and supporting accounting software and systems
  • Experience auditing, analyzing and evaluating financial records, internal controls, policies and procedures
  • Experience participating in the development of annual financial reports
  • Knowledge of Governmental Accounting Standards Board (GASB) Statements, Interpretations, Technical Bulletins, and Concept Statements
  • Advanced proficiency in Microsoft Excel

TYPICAL TASKS 

Duties may include but are not limited to the following:

  • Performs comprehensive range of duties involved in the budget process; such as analysis, examination, forecasting revenues, coordination, preparation and publishing of department budget in accordance with state and local budget laws and regulations; analyzes and makes recommendations on budget requests; monitors department revenues (rates, fees & development charges) and performs expenditures analysis for compliance with budget forecasts; assists departments in preparing, administering and reporting on budgets using PeopleSoft financial system and OpenGov; advises on the legality and propriety of expenditures; interprets County fiscal and budget policies and procedures; assists in budget administration throughout the fiscal year; makes recommendations and coordinates processing budget amendments; monitors actual activity in relation to projections by utilizing PeopleSoft, OpenGov, and other system reports; researches and analyzes budget histories to forecast future revenues and expenditures, including rate studies; participates in review research and recommendations of agency billing rates; performs specialized financial project work with management as requested.
  • Acts as a department liaison with external independent auditors, granting agencies, and consultants throughout the year. Prepares, coordinates and publishes Comprehensive Annual Financial Report which include operational and financial statistical performance measurements; develops audit schedules to assist auditors in their review process; prepares and presents Annual Report for Government Finance Officers Association (GFOA) award; explains accounting systems and procedures; review and monitors contracts, including capital projects and grant expenditure reporting and coordination with County Finance/Grant department.
  • Coordinates implementation, upgrades, and technical support of various financial systems/software (PeopleSoft Financial modules, Incode 10, and other systems); interacts and provides financial support and analysis to consultants; acts as internal administrator, project coordinator and vendor liaison for State and County treasury functions and cash management. Provides internal and external customer service; provides technical assistance to County departments and throughout WES organization, as requested; assists in coordination of financial activities within the County (procurement cards, fleet services, payroll, internal transfers, investments, etc.); analyzes, evaluates and prepares requests for county transfers (Payroll, bonds, investments, etc.) analyzes other fees and revenue streams.
  • Oversees administrative functions related to the financial needs of the department in the areas of accounts payable, accounts receivable, payroll, capital projects, capital asset close and reporting, general ledger, cash management and annually assists with insurance updates; assists in the development and implementation of the department’s financial policies and procedures; analyzes policies and operating procedures to identify process improvements; recommends possible solutions after gathering information; researches and participates in special strategic and operational projects, as assigned; works with County departments and outside task forces to identify needs, evaluate services and implement objectives; researches and analyzes legislation from General Accounting Standard Board (GASB) and Financial Accounting Standard Board (FASB) that may affect departmental finances; reviews division operations for compliance with GASB, FASB and Generally Accepted Accounting Principles (GAAP) pronouncements, statues, rules and regulations; oversees implementation of new and/or existing pronouncements as required. Assists with development of bid specifications for Requests for Proposals or qualifications; provides input for selection of bids, monitors contract expenditures and compliance with terms of agreements; may serve as liaison with service providers; participates in accounting studies and surveys of organizations, administrative systems and operation procedures and practices.
  • Develops and maintains internal accounting systems and accounting control records; prepares and analyzes reports on accounting, financial and statistical issues, including financial operations, trends, costs, revenues and financial obligations; advises management on effective use of resources; develops and implements department financial policies and procedures for improving management and staff processes; prepares and makes recommendations for proposed changes including estimated fiscal and organizational impacts; monitors expenditure classification of purchases and projects for compliance with accounting standards and carries through to audit work paper production; determines and processes cost allocations and financial analysis for the cost of services in compliance with County policies.
  • Serves as a department project lead in significant financial projects and studies, while working directly with outside consultants, management, staff and other County departments (software upgrades, cost analyses, etc.).  Provides support for capital improvement projects throughout the year which, include monitoring and tracking expenditures and providing comprehensive analysis on project status, budget and audit requirements for capital asset reporting and project closure; performs in-depth analysis of inter-fund transactions and allocations.
  • Oversees, assigns and reviews the work of financial support staff; ensures completion of work within established timeframes and budget and audit guidelines; develops and organizes work programs and timelines.

WORK SCHEDULE 

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off).  Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

ABOUT THE DEPARTMENT

Clackamas Water Environment Services (WES) produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and more than 350 miles of pipes.

Each year, we clean more than seven billion gallons of water. In the process, we convert materials that have long been considered “waste” into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by stormwater runoff, the number one source of water pollution in Oregon.

We educate and assist community members from all walks of life. It’s our job to ensure that our families and neighbors enjoy the benefits of safe, healthy water for generations to come.
