Program Manager, Pipeline Design

WSSC Water, one of the nation’s largest water and wastewater utilities in the nation, is headquartered in Laurel, Maryland and serves commercial and residential customers in Prince George’s and Montgomery Counties in suburban Washington, DC.  We are seeking a Program Manager- Pipeline Design to plan and manage the implementation of multiple, large-scale projects such as P3 projects and other critical engineering programs.

Key Job Functions:

  • Leads and manages complex enterprise wide programs to assure delivery of individual projects in accordance with established WSSC Water policies and procedures; forms and leads internal project teams to deliver the program deliverables
  • Develops the project plan to include, at a minimum, breakdown of work structures, processes, dependencies, resources, stakeholders, risks and schedule
  • Assists in the preparation, review and approval of programs and projects with company-wide or community impact; participates in meetings and work sessions with senior leadership, and county staff
  • Develops, reviews, approves and ensures compliance, and/or coordination with risk assessment plans and risk mitigation plans
  • Works with the Engineering and Construction staff and WSSC Water internal customers, contractors, consultants, and/or project delivery teams to establish critical quality control checkpoints including acceptance criteria sign-off, project schedule and timeline commitments, critical path definition, training, and project status reporting
  • Leads day-to-day coordination for the various project teams and subject matter experts (SMEs) to ensure cross-departmental communication, problem identification and resolution; facilitates all communication between the project teams and WSSC Water departments
  • Engages stakeholders to take action; serves as a source of expert advice, frames information in a broader organizational context; participates in the consultant selection process to ensure consultants possess the requisite skills and experience
  • Prepares or monitors program schedules, metrics and budget using Primavera 6 (P6) or other methods
  • Manages consultants performing design of WSSC Water pipeline assets and review of external designs of WSSC Water pipeline assets; reviews and approves pipeline designs submitted by external agencies; directs the internal review of design plans for relocation and reconstruction of WSSC Water facilities
  • Serves as the WSSC Water point of contact, represents WSSC Water and interfaces with external stakeholders, acts as WSSC Water’s representative for all design and construction issues on major projects
  • Coordinates with external agencies such as MTA, SHA, Maryland counties, MNCPPC, P3 concessionaire, University of Maryland, other utilities/agencies and homeowners
  • Provides project status updates to senior management and other internal stakeholders; serves as the Commission’s representative in public meetings with local government agencies, special interest groups and the general public
  • Assists with preparation agreements, negotiates changes to agreements; conducts constructability reviews with internal stakeholders and P3 Concessionaire, responds to requests for information (RFIs)
  • Conducts meetings with the General Counsel’s Office to discuss legal matters related to major projects; works with General Services Department on property acquisition for major projects
  • Facilitates meetings with P3 concessionaires and internal stakeholders such as IT, Utility Services and General Services departments
  • Facilitates and coordinates project reviews and technical issue resolutions with the various engineering, operations and regulatory disciplines of the Commission as well as quality oversight of concessionaire quality control and quality assurance processes of the external agencies to ensure Commission assets constructed by the project comply with WSSC Water’s Pipeline Design manual, General Conditions and other requirements
  • Provides project related briefings to WSSC Water’s senior leadership and other internal stakeholders; facilitates/participates in meetings such as pre-solicitation, kickoff meetings and presentations
  • Interacts with senior officials, government agencies, the general public and other public entities
  • Secures WSSC Water easements and Rights-of-Entry needed for P3 and other major projects; coordinates with depot managers to provide P3 team with access to WSSC Water properties
  • Ensures on-time, on-budget delivery of fast-track, high profile projects using innovative delivery methods; provides quality assurance of project work plans and technical documents
  • Develops, implements and maintains processes and standards for design and construction quality, project controls and program oversight, and deploys innovative approaches to project and program delivery

Minimally, a Pipeline Design Program Manager must possess:

  • Bachelor’s degree in Civil, Sanitary or Environmental Engineering (or High School diploma with additional experience)
  • 7+ years professional experience in the practice of water and sewer pipeline design project management, including large (CIP) water and sewer pipeline design projects; and/or innovative project delivery [design-build, construction manager at risk (CMAR) and Public Private Partnerships (P3)]

Ideally, a successful Pipeline Design Program Manager will also have the following:

  • Extensive knowledge of the principles and practices of design and construction project management and civil/environmental engineering
  • Working knowledge of the operation and/or maintenance of water/sewer systems
  • Ability to manage and supervise large, complex planning, design and construction projects and/or programs ranging $20M – $100M+ in construction value
  • Comprehensive knowledge of the concepts, principles, methods and practices in the field of civil/environmental engineering related to water and sewer pipeline design
  • Basic knowledge of budgeting and financial management
  • Ability to effectively direct the work of project team members engaged in a variety of activities related to P3 and other major projects
  • Ability to establish and maintain effective working relationships with other WSSC Water departments, external agencies, elected officials, and the public
  • Ability to communicate effectively, both verbally and in writing, regarding complex technical and administrative matters
  • Ability to work independently with strong negotiating, problem-solving and analytical skills
  • Ability to prepare and deliver presentations to senior management

Preferences

  • Graduate-level coursework in engineering, project management or business administration
  • Knowledge of design, construction, operation and/or maintenance of public transportation infrastructure such as light rail, bus rapid transit or similar public transit system, with an emphasis on innovative project delivery methods
