Job Summary- Senior Project Manager

Under the direction and oversite of the Engineering Services Manager, responsible for project administration and management of wastewater conveyance and treatment plant projects within the capital project program to include conceptualization of project, solicitation of design consulting engineer, development of plans and specs, permitting, right of way and easement acquisition, bidding and construction management and financial status of project. Assist in planning, coordinating, and overseeing the activities and operation of the Engineering Department and its personnel. Assist in the preparation of professional service contracts. Reviews and processes invoices for engineering services, construction contracts, supplies, materials, miscellaneous services, etc.

·       Meets with public, governmental councils and commissions regarding future and/or planned sewer infrastructure.

 

·       Performs professional engineering work in the planning and design of in-house engineering projects.  Provides guidance and direction for both in-house and outside consulting engineering efforts as needed in the design of wastewater treatment and/or collection/conveyance facilities.  Reviews plans and designs for accuracy and completeness.

 

·       Reviews prepared studies, hydraulic models, draft letters, cost estimates, design drawings, specifications, preliminary layout plans, etc., to ensure accuracy and provide guidance, direction, suggestions, etc.

 

·       Participates in the planning of the future wastewater infrastructure facilities and the development and implementation of the ReWa capital improvements plan.

 

·       Provides technical assistance and troubleshooting for other ReWa department staffs regarding sewer equipment, process, and construction and permitting issues.

 

·       Coordinates and reviews plan, and specifications developed by consulting engineers to ensure compliance with related regulations and standards; reviews title search information to obtain project right of way and property purchases; negotiates rights-of-way purchases if necessary. Tracks and/or manages developer, in-house and participation projects from design to finished working product.

 

·       Maintains status of project by populating project milestones, daily logs, and communications in the ReWa Project Management System database. Assists in preparation of 5-year and 20-year capital expenditure budgets.

 

·       Draft ownership and service agreements, preliminary engineering reports, sewer availability letters, meets with potential customers to discuss relative matters, drafts agenda items and permit applications.

 

·       Provides in-house design for existing wastewater facilities and/or collection system extensions, repairs, upgrades, maintenance, etc.  Utilizes appropriate office equipment in preparation of utility system planning, design, and construction efforts.

 

·       Prepares cost estimates for wastewater infrastructure projects. Prepares service population projections, estimates wastewater discharge projections, reviews inflow and infiltration studies; prepares maps and visual aids.

 

·       Interacts professionally with consulting engineers, technicians, operations personnel, maintenance staff, customers, accounting department, etc.; communicates with Engineering department personnel to discuss applicable fees and charges, right-of-way’s, project design, inspection reports, etc.

 

·       Assist with regulatory permitting process by preparing and submitting permit application packages to applicable regulating authority for construction and operations.

 

·       Interacts with S.C. Department of Health and Environmental Control, Greenville County, SC Highway Department, railroads, and other utilities and governmental agencies relative to permits, construction standards and rights of way required for the Department’s projects.  Ensures Department project compliance with all applicable laws, regulations, policies, procedures, and standards of care.

 

·       Assists in planning, coordinating, and overseeing the activities and operation of the Engineering Department. Supervises and oversees the work of assigned engineering staff, including instructing, career planning, reviewing, maintaining standards, coordinating activities, allocating personnel, assisting with the selection of new personnel.

 

·       Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice, and assistance as needed; assists with employee problems and recommends employee discipline as appropriate.

 

·       Prepares and presents engineering documentation and presentations for proposed projects to the Board of Commissioner, O&P Committee, and other appropriate committees for their review and approval.

 

·       On call for emergency situations that may arise.

 

 

Basic Requirements

• Requires an accredited bachelor’s degree in Civil Engineering, Environmental Engineering, or closely related field.


• Must possess a valid South Carolina state driver’s license.


• Must possess a Professional Engineer registration in the state of South Carolina or the ability to obtain such through reciprocity within 6 months of employment.


• Knowledge of operational characteristics, services and activities of a sanitary engineering program; organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs; modern and complex principles and practices of construction management; contract administration practices and principles; principles and practices of complex program and project management; advanced principles and practices of budget preparation and control; principles of supervision; teambuilding and coaching techniques and practices; pertinent Federal, State, and local laws, codes and regulations.


• Requires a minimum of fifteen (15) years of progressively responsible engineering experience of increasing complexity, twelve (12) years of which should be in a role of managing engineering projects and overseeing the technical work of others.


• Extensive experience with community, business and/or public relations required.


• Extensive supervisory or managerial experience required, with a minimum of four years at the management level required.
