The City of Baltimore Department of Public Works is seeking a Wastewater Plant Manager. The Plant Manager is responsible for the operation of the wastewater treatment plant.
Baltimore is the largest city in the State of Maryland and the economic and cultural center of Greater Baltimore, a metropolitan region of more than 2.7 million people that serves as the northern anchor of the Baltimore-Washington corridor. The city is located in Central Maryland along a tidal portion of the Patapsco River, a major tributary into the Chesapeake Bay.
The highly educated workforce serves as the foundation for growth in the region’s diversified business base that includes: information technology; biosciences and nanotechnology; cyber security; health care; financial services; government contracting; manufacturing; logistics and legal services.
DPW is responsible for sourcing raw water and treating and distributing drinking water to 1.8 million residents in the Baltimore area. DPW is also responsible for collecting, conveying and treating wastewater from the region at two of the largest wastewater treatment facilities in the state. The operation, maintenance, and capital improvements of all the infrastructure required for drinking water and clean water is under the purview of DPW. Its assets include the following: three raw water reservoirs with a combined storage volume of 86 billion gallons, three water treatment facilities, 3900 miles of water mains, 30 drinking water pumping stations and storage facilities, 1100 miles of stormwater pipes, 1500 miles of sewer mains, 15 wastewater/stormwater pumping stations, and two wastewater treatment facilities.
DPW is the proud administrator of the Prettyboy, Loch Raven, and Liberty reservoirs which hold 86 billion gallons of water. Baltimore has three water treatment plants, Montebello I, Montebello II, and the Ashburton Filtration Plant. Combined, the plants produce up to 360 million gallons of drinking water per day. Not only does DPW have the oversight of the water of these reservoirs but offers recreational activities that include, fishing, kayaking and trails in an outdoor setting that cannot be matched in the State of Maryland.
The Plant Manager plans, coordinates and directs the operation of a wastewater treatment plant. The Manager is also responsible for the fiscal management activities including budget preparation and expenditure authorization for personnel, equipment, supplies and contractual services. The Plant Manager will also participate in the design of new or replacement unit processes, review plans for sufficiency and recommend any necessary changes, and plan and initiate special studies to solve complex operating problems using in-house staff and outside consultants.
The successful applicant will possess a bachelor’s degree in engineering or biological sciences from an accredited college or university and four (4) years of experience in the operation of a wastewater treatment plant, including two (2) years of supervisory experience. Experience in the operation of a wastewater treatment plant may be substituted for education.
Throughout employment, the Wastewater Plant Manager must hold and maintain a valid Permanent State of Maryland Wastewater Class A and Class 5 Certification, issued by the Board of Waterworks and Waste Systems Operators.
A valid Permanent State of Maryland Wastewater Treatment Plant Superintendent Certification, issued by the Board of Waterworks and Waste Systems Operators, is required within one year of appointment and must be maintained thereafter throughout employment. The Plant Manager must maintain a valid Maryland State driver’s license, or an equivalent out-of-state driver’s license acceptable to the Office of Risk Management.
