Senior Leadership- Actively serves on the Authority’s Senior Management Team. Participates in senior level management and strategic planning processes and contributes to an overall cohesive leadership for the Authority.
- Communicates and coordinates senior management concepts, goals and priorities with the O&ES Division management team and staff.
Division Oversight
- Provides strategic direction and sets department managers’ expectations. Monitors and measures expectations and communicates them through coaching, recognition, and accountability to consistently achieve the O&ES Division's goals.
- Responsibilities include administrative oversight of the 10 drinking water and wastewater treatment plants, related infrastructure, laboratory analysis, and watershed management.
- Provides leadership to achieve the Authority's performance and quality standards, budget and financial goals, compliance with laws, regulations, and permitting requirements, environment and safety standards and goals, and customer service expectations.
- Provides leadership, growth and development opportunities for department managers and staff. Provides expert advice and technical assistance.
- Responsible for implementing environmental priorities and establishing a safe and productive workplace.
- Leads, conducts, and reviews a wide variety of high-level technical, scientific, and engineering studies and evaluations.
- Responsible for the preparation and submission of required reports and responses to the Board of Directors, Executive Director, Deputy Executive Director, and governmental agencies.
- Responsible for representing the O&ES Division with strategic partners, the Board of Directors, and the public through written and verbal communications.
- Serves as a back-up to the Deputy Executive Director when emergency management response is activated.
Administrative Oversight
- Responsible for long-term strategic planning and the annual preparation of a comprehensive operating budget.
- Establishes organizational proficiency in achieving best operational practices and effective performance benchmarking against other utilities, to include program areas such as energy and water efficiency, asset management, SCADA, contract management, preventive and predictive maintenance, safety, innovative technology, and industrial waste pretreatment.
- Determines appropriate staffing, assignments, and coverage. Provides effective succession planning for positions within the O&ES Division and the Authority.
- Oversees personnel hiring and staffing decisions, performance evaluations, and related personnel issues in partnership with Human Resources.
- Responsible for ensuring adequate training of all O&ES staff to meet current or anticipated technical or regulatory requirements.
- Responsible for development and training in emergency preparedness and response planning for all RWSA O&ES staff and facilities. Evaluates operations performance in a variety of areas, including water and wastewater treatment technologies, energy and water efficiency, asset management, SCADA, contract management, preventive and predictive maintenance, safety, innovative technology, and industrial waste pretreatment.
SUPERVISORY RESPONSIBILITIES
- Directly supervises O&ES Division managers: Water, Lab, & Wastewater, and the Water Resources Coordinator.
- Performs supervisory responsibilities in accordance with Authority policies and applicable laws. Responsibilities include planning, assigning, and directing work; addressing complaints and resolving problems. Indirect supervision over O&ES Division 40 employees.
