The MWRA is looking for a Senior Program Manager of Monitoring, Inspection and Permitting to direct and manage the Toxic Reduction and Control (TRAC) Department's field operations sections. TRAC is responsible for implementing MWRA’s Industrial Pretreatment Program and our 8M construction permitting program. TRAC currently permits over 2,200 industrial facilities; 180 of those facilities are Significant Industrial Users.

This position:

·        Oversees TRAC staff responsible for developing, maintaining and processing permits including Sewer Use Discharge Permits, 8M construction permits, and direct sewer connection permits;

·        Coordinates with EPA's Regional Pretreatment Coordinator when necessary, to facilitate a categorical determination on the applicability of federal pretreatment standards;

·        Assists with the establishment of program and Department policies;

·        Develops and implements Department Standard Operating Procedures (SOPs) within TRAC to maintain efficient, high quality programs that are in compliance with EPA and other regulatory requirements;

·        Oversees preparation and response to emergency spills/releases into sewer system and assists with the developmental and implementation of emergency response policy; and

·        Ensures that staff coordinate with other TRAC groups and sections and with other MWRA departments, including the Department of Laboratory Services and other Divisions as needed.

This position requires a Bachelor's degree in chemistry, biology, environmental sciences, a related engineering or science discipline, or other related field and knowledge and understanding of environmental regulatory issues, policies, and practices related to municipal and industrial wastewater treatment and discharge, as acquired through a at least 8 (eight) years of experience, of which at least 4 years should be in a supervisory capacity. This should include an understanding of environmental permitting and enforcing environmental requirements and a minimum of 2 (two) years of experience in the development and management of permitting programs and a valid Class D Motor Vehicle Operator's License.

Salary: $110,976.58 – $155,373.23 Annually Work Schedule: Monday - Friday 7:00am - 3:00pm, May be eligible for up to 50% telework after an initial waiting period. This position has been designated as essential in instances where the MWRA Executive Director requires essential personnel to report to work such as inclement weather or other emergencies.
