Anchorage Water and Wastewater Utility (AWWU) is an enterprise activity of the Municipality of Anchorage, providing services through joint management of distinct regulated utilities for water service (Anchorage Water Utility) and wastewater service (Anchorage Sewer Utility).  AWWU is renowned nationally and internationally throughout the industry for its excellence in management and its commitment to ensuring reliable service, safeguarding public health, and protecting the environment, long into the future.  

Anchorage Water and Wastewater Utility is recruiting for its top executive position of General Manager. Working under the direction of the Municipal Manager, the General Manager provides guidance and leadership to Utility staff to ensure that AWWU is executing its mission in accordance with prudent business principles and accepted industry standards; satisfying customer expectations; complying with all federal, state and local laws and regulations; responding to the long-term growth needs of the Municipality of Anchorage; and providing for long-term system integrity and financial sustainability. 

Anchorage Water and Wastewater Utility is the largest water and wastewater utility in Alaska, serving the Municipality of Anchorage from Eklutna to Girdwood. The Utility produces over 8 billion gallons of water annually from two major surface watersheds, Eklutna Lake and Ship Creek, and several deep underground wells. AWWU has over 56,000 water customer accounts, serving about 80% of the municipal population of nearly 300,000.  Wastewater is collected and treated at one of three facilities, discharging in accordance with NPDES permits into Cook Inlet (28 mgd), Eagle River (2.5 mgd) and Glacier Creek (0.65 mgd).

In addition to water and wastewater treatment facilities, AWWU infrastructure includes over 1600 miles of water transmission and distribution and wastewater collection pipelines, 7200 hydrants, 22 reservoirs, 34 water booster stations, 38 wastewater pump stations.  Total book value of the plant exceeds $900 Million, with annual Utility investments exceeding $50 Million in capital projects to replace aging systems and improve performance efficiency.

AWWU employs 285 men and women to operate the Utility and seeks to be the employer of choice for existing and future staff. Through education, training, certification programs, field experience, and longevity of service, the employees of Anchorage’s water and wastewater systems are a competent and dedicated team of professionals, from entry level clerks to field staff to the Executive Leadership Team.  The General Manager convenes regular meetings with this team of direct reports, including the Directors of each of the Utility’s seven divisions: Administrative Services, Finance, Customer Service, Treatment, Operations and Maintenance, Engineering, and Information Technology.

The position requires the following qualities, skills, and experience:

  • Bachelor’s degree in engineering, business or public administration, or a closely related field.
  • At least seven years of progressive administrative experience working with an executive team, or as  professional CEO, three of which must have been at the supervisory management level in the field of water and wastewater distribution, collection and treatment systems, or a closely related field.
  • Superb language and communication skills, including writing and public speaking.
  • Analysis and development of organizational structures.
  • Team-building through application of positive interpersonal skills.
  • Ability to apply independent critical thinking and creative problem solving.
  • Patience, maturity, integrity, humility, respect.  

The position may also require the successful applicant to:

  • Represent AWWU in communication with Mayor, Municipal Manager, Department Directors, AWWU Board of Directors, media, and public, in-person and via phone, e-mail, and written correspondence.
  • Develop and maintain a network of industry-wide contacts to stay abreast of technical, regulatory, legal, and policy developments.
