The Bureau of Environmental Services (BES) is seeking candidates for Principal Engineer in the Design Services Division of the Engineering Services Group.  The Engineering Services Group manages capital repair, rehabilitation and expansion of Portland's sanitary and stormwater collection systems, pump stations, and treatment plants.  They also support watershed health by enhancing streams, restoring habitat and implementing stormwater management projects.
The Principal Engineer is the manager of the Design Services Division, which provides engineering, design and project management for the Bureau's Capital Improvement Program – specifically focused on projects for the wastewater collection system, surface water facilities, and watershed restoration.  The position oversees, plans, organizes, directs and integrates the work of the approximately 35-person division, which is comprised of professional engineering and technical staff.  The position reports to the bureau's Chief Engineer. 
This Principal Engineer will be a leader at BES and within the Engineering Services Group during a time of significant organizational change.  The bureau is examining and refining our processes and organizational structure for planning and delivery of the Capital Improvement Program (CIP), budgeted at $743 million over the next five years.  BES is working to improve project delivery and better integrate bureau systems planning, environmental planning and citywide plans. Our annual CIP is planned to increase over the next 5-10 years to reach a more sustainable level of asset reinvestment.  This entails nearly doubling our annual capital project output.
BES encourages applications from candidates with knowledge, ability and experience working with a broad range of individuals and communities with diverse racial, ethnic and socio-economic backgrounds.  An ideal candidate will have experience with engineering design within a municipal water or wastewater agency, a track record of collaborative leadership across workgroups and agencies, and experience supervising and supporting a diverse staff of highly skilled professionals.

Salary is $9,132 - $12,180 monthly.


The following minimum qualifications are required for this position:
  1. Knowledge and experience applying engineering administration, planning, organization principles and program planning techniques.
  2. Experience managing a workgroup and directing the activities of subordinate supervisors' efforts to plan, assign, supervise and coordinate the work of professional and technical staff.
  3. Knowledge and experience in engineering design, materials, costs, construction techniques, current trends, regulations, standards and equipment applicable to wastewater utilities. 
  4. Experience and ability to direct and review the preparation and interpretation of engineering plans and specifications, codes, regulations and complex technical documents.
  5. Ability to interact effectively, engage in or direct problem-solving processes and establish partnerships with community groups, contractors, and other bureaus and agencies.
