Division Manager, Environmental Services Department

The City of Tacoma, Environmental Services Department, is recruiting for the Appointive position of Division Manager.  We are seeking a proven professional with a detailed work history in  Wastewater Treatment management, who will be able to support the City's strategic goals of a safe, clean and attractive City by:

  1. Planning, developing and maintaining environmental services' infrastructure and services;
  2. Providing leadership in environmental stewardship by meeting regulatory requirements and making use of best technologies for solid waste and wastewater treatment plant operations, and
  3. Strategically managing the allocation of resources to achieve customer and community expectations.

This position will play a key role and serve on the Management Team of the Environmental Services Department. The Operations and Maintenance Division of the Environmental Services Department provides for the proper operation and maintenance of the City's wastewater and storm water utilities' assets. Areas of responsibility include: collection systems, wastewater treatment plants, pump stations, regional drainage facilities and NPDES permit compliance. The Division Manager is responsible for setting division policies and procedures; program management; budgeting; developing and maintaining a highly effective and motivated workforce; and making presentations to the City Council and other groups. This position reports to the Environmental Services Director.  This role will include close coordination with the group's Department Director related to meeting the strategic plan of the Department and City.

Essential Duties:

  • Plan, direct and control the operations of a division in accordance with the policies and goals of the City and the Environmental Services Department.
  • Formulate and recommend policies and strategies to facilitate and improve division operations; direct the preparation of long-range planning activities.
  • Select, train, supervise and evaluate the performance of assigned personnel: review and analyze personnel policies and problems, and take appropriate action.
  • Prepare and maintain various personnel and work-related records and reports; prepare the annual division budget and monitor expenditures; forecast personnel requirements; authorize purchases within established guidelines.
  • Coordinate communication and projects with other City departments, governmental and private agencies, consultants, developers, contractors, vendors and the general public; serve as City and division representative at various meetings and conferences; make presentations to the City Council and other groups,
  • Compile information and prepare reports related to division operations and activities; oversee the maintenance of departmental records and files.
  • Oversee and participate in construction inspections and review plans and projects to assure compliance with applicable codes, ordinances and regulations.
  • Keep current with the latest technologies and management techniques, federal, state and local rules, regulations and laws; set goals and discuss division performance with the Assistant Environmental Services Director on a regular basis.
  • Confer with other Environmental Services Division Managers to coordinate work efforts whenever necessary or desirable.
  • Direct the preparation of and/or authorize various correspondence concerning division operations.
  • Attend management and technical training seminars.
  • Perform related duties as assigned.

Physical Requirements and Working Conditions:

Office and outdoor environment, occasional travel to a variety of locations to conduct work and may be exposed to typical hazards encountered at such work sites. Subject to emergency calls during off-duty hours.

Qualifications

Bachelor's degree in Public or Business Administration, Civil Engineering, or related field and five years' experience managing a major section within a publicly owned utility, or equivalent organization. In addition, the ideal candidate will demonstrate knowledge and experience in wastewater and storm water issues and excellent communication, problem solving, and leadership and management skills.
